Should i tell her before or after?

This girl i realy lik is goin to cali for a month n a half n i cant see her face to face untill she gets bak n idk if i should tell her over the phone or jus wait till she gets bak n my friend told me he heard she likes me n i asked the girl he asked n she said idk so i hav no idea wat to do thnx :)
